To listen the spy silent, LORVARIN,
He whose advice they will not agree with.

Legate= messenger, especially one of the popes messengers. Estre a' escoutes= to listen, hearken, watch, or spy on, etc. tacite= silent, still etc. the French has grande= feminine of grand, hence the?
